A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §30-10-24, relating to continuing education credits of veterinarians; and allowing credits for providing free spaying and neutering and other related veterinary services under certain circumstances.

Be it enacted by the Legislature of West Virginia:


That the Code of West Virginia, 1931, as amended, be amended by adding thereto a new section, designated §30-10-24, to read as follows:

ARTICLE 10. VETERINARIANS.


§30-10-24. Continuing education credits for spaying and neutering and other related veterinary services.

Notwithstanding any provision of this chapter or a rule promulgated under this chapter, the board shall allow annually in satisfaction of its continuing education requirements, up to four hours for veterinarians who provide free spaying and neutering and other related veterinary services in conjunction with a municipality, an incorporated not-for-profit society for the prevention of cruelty to animals, an incorporated humane society, or incorporated animal protection association if the services are administered at practices, facilities and properties that are appropriately equipped and staffed to provide the services.

The board may offset up to four hours of the requisite number of hours of continuing education required by free spaying and neutering services rendered by an applicant at a rate of thirty minutes of continuing education for each hour of free spaying and neutering services, if the veterinarian is required to provide follow-up service for any post-operative complications related to the surgery that arise within seventy-two hours of performing the surgery.

NOTE: The purpose of this bill is to allow continuing education credits for veterinarians who provide free spaying and neutering and other related veterinary services under certain circumstances.
