SENATE CONCURRENT RESOLUTION NO. 78

Laird, Oliverio, Stollings, White, Barnes, Boley and Guills)

Requesting the Joint Committee on Government and Finance study
school personnel employment and retention, professional and
skills development, pay for performance models and incentive
programs generally, teacher evaluations and how each affects
student performance.
Whereas, The quality of school personnel, especially
professional educators, is more important than any other
controllable factor in the academic performance of students; and
Whereas, The quality of school personnel also is an important
factor in providing for the health and safety of students; and
Whereas, The state should continuously strive to enhance the
quality of school personnel as a means to achieve the ultimate
goals of improving the academic performance of students and
providing for the health and safety of students; and
Whereas, School personnel employment and retention,
professional and skills development, pay for performance models and
incentive programs generally and teacher evaluations are important
issues to consider when determining how to best enhance the quality of school personnel; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to study school personnel employment and retention,
professional and skills development, pay for performance models and
incentive programs generally, teacher evaluations and how each
affects student performance; and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2010, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
