Senator Tarr moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Senate Bill 3029— A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §51-1-23, relating to the creation of a Court Facilities Maintenance Fund; providing for administration of the fund; providing for moneys received by the fund; providing for the uses for the funds; providing for collections to be from rent and other payments; and providing for expenditures for specified purposes in accordance with legislative appropriation.
