The Committee on Government Organization moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill 3128—H.B. 3128 -- A BILL to amend and reenact §24-6-6b and §24-6-12 of the Code of West Virginia, 1931, as amended, and to amend and reenact §24A-2-2b of said code, all relating to Public Service Commission emergency services; basing carrier billing fee on 911 fee revenue only; clarifying that payments to counties are based on net 911 fee revenues received by commission; requiring public safety fee to be shown as two separate line items on a customer’s bill; requiring county commissions to create districts whereby towing services within district may be dispatched or implement a policy whereby all available towing services within area served by an organization are dispatched on rotating basis; defining terms; and amending sunset and legislative review provisions
