Senator Lindsay moved to amend the bill on page six, section four, after line four, by adding the following proviso:  Provided, That the limitations on liability provided in this section shall not apply to any person, or any employee or agent thereof, who acts with actual malice or a conscious, reckless, and outrageous indifference to the health, safety, and welfare of others.
