            Delegates Lovejoy and Pushkin moves to amend Com Sub for HB4012 on page 1, Section 4b, line 13, after the words “not apply” by striking out the period, inserting a colon and the following proviso: “Provided, however, That this prohibition does not apply to any local government owned facility that is leased to a private entity where the local governmental unit primarily serves as a property owner receiving rental payments.”
