The Committee on the Judiciary moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill 3156 -- A Bill to amend and reenact §29-21-13a of the Code of West Virginia, 1931, as amended, relating to public defender services and panel attorneys for indigent persons; increasing the maximum amount of compensation which may be paid and reimbursement for expenses which may be paid without further order of the court; raising the hourly rate for investigative services; authorizing payment to counsel in certain circumstances for representation of a client in expungement proceedings.
