Delegate Street moves to amend the committee substitute on page 2, section 5B-1A-3, line 5, after the word “agency” by striking the period and replacing it with a colon and inserting the following proviso:

“Provided, That Inactive railroad rights-of-way as defined in this article, shall not apply to abandoned, discontinued, or temporarily suspended railroad rights-of-way, easements or other interests in land that that have reverted to or become acquired through adverse possession by the surface estate holder.”
