Delegate Street moves to amend the committee substitute as amended in committee which inserted on page 4, section 5B-1A-5, line 12, following the period after the word “article”, by inserting after the committee amendment reading: “Nothing in this article shall be interpreted to prohibit the Division of Natural Resources from acquiring and owning any property rights, including inactive railroad rights-of-way, for use as or in connection with a trail.”

By striking the period following the word “trail” and inserting the following proviso:

“Provided, That it does not conflict with or violate private property rights.”
