The Committee on Finance moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for House Bill 4883H. B. 4883 -- A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §5-5-7; and to amend said code by adding thereto a new section, designated §15-2-5a; and to amend said code by adding thereto two new sections, designated §18A-4-2a and §18A-4-8j, all relating to providing a salary raise to certain employees of the state if certain conditions are met; providing a four percent averaged salary increase to eligible state employees if the Secretary of Revenue, on August 15, 2024, determines that there will be no reduction to the state’s personal income tax per §11-21-4h of the code; providing a four percent averaged salary raise to certain members of the West Virginia State Police and certain personnel thereof if the Secretary of Revenue, on August 15, 2024, determines that there will be no reduction to the state’s personal income tax per §11-21-4h of the code; providing a four percent averaged salary raise to public school teachers if the Secretary of Revenue, on August 15, 2024, determines that there will be no reduction to the state’s personal income tax per §11-21-4h of the code; providing a four percent averaged salary raise to school service personnel if the Secretary of Revenue, on August 15, 2024, determines that there will be no reduction to the state’s personal income tax per §11-21-4h of the code; and making any salary raise provided retroactive to July 1, 2024.
