Delegate Holstein moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

A BILL to amend and reenact §3-2-6 and §3-2-27 of the Code of West Virginia, 1931, as amended, all relating to clarifying the closure of voter registration before an election; and authorizing cancellation of voter registration records for individuals who are no longer West Virginia citizens and who have obtained a driver’s license in another state.
