Delegate Lewis moves to amend Com Sub for HB2761 on page 1, section 1, line 12, following the period, by inserting a new paragraph to read as follows:

“In civil matters where the magistrate determines that the factual issues or legal arguments are complex or involve highly technical commercial issues, and the fair administration of justice requires a more formal circuit court proceeding, the magistrate may upon his or her own motion enter an order to transfer the case to the circuit court of that county for further disposition.”
