Delegate Akers moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

H. B. 5101 -- “A BILL  to amend and reenact §61-2-9d, §61-2-28, and §62-1C-1a of the Code of West Virginia, 1931, as amended, creating and increasing penalties for certain domestic violence criminal acts; creating a crime of strangulation of family or household members or during the commission of designated other criminal acts and establishing fines and criminal penalties; and altering bail requirements for domestic violence acts.
