Delegate Akers moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

H. B. 5198 – “A BILL to amend and reenact §61-6-21 of the Code of West Virginia, 1931, as amended, relating to prohibiting violations of an individual’s civil rights; clarifying that persons with a disability are included as a protected class in the section; creating definitions; and creating criminal penalties.”
