A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §18-9A-25, relating to creating an after school grant program; requiring the department of education to provide assistance; defining terms; requiring reports; and establishing a special revenue account.

Be it enacted by the Legislature of West Virginia:


ARTICLE 9A. PUBLIC SCHOOL SUPPORT.


§18-9A-25. After school program grants.

(a) The department of education shall, within available appropriations, administer a grant program to provide grants to up to five county boards of education, whose students score in the lowest percentile in mathematics, to establish after school programs designed to improve mathematics understanding and performance.

(b) “After school program” means a program that takes place when school is not in session, that provides education in mathematics for children in grades six to eight.

(c) The grant recipient shall report to the Department of Education on performance outcomes of the program. The report concerning performance outcomes shall include, but not be limited to, measurements of the impact on student achievement, and school attendance.

(e) The Department of Education shall provide grant recipients with technical assistance, evaluation, and program monitoring.

(f) There is hereby created in the State Treasury a special revenue account to be known as the After School Program Fund. Expenditures from the fund are for the purposes set forth in this section and are not authorized from collections, but are to be made only in accordance with appropriation by the Legislature and in accordance with the provisions of §12-3-1 et seq. The After School Program Fund may receive any gifts, grants, contributions or other money from any source which is specifically designated for deposit in the fund.

 

NOTE: The purpose of this bill is to create an after school program grant system.
