SENATE CONCURRENT RESOLUTION NO. 18

Requesting Division of Highways name the bridge which crosses the Kanawha River in Montgomery, connecting Kanawha and Fayette counties, the "Earl M. Vickers Memorial Bridge".

Whereas, The Honorable Earl M. Vickers, who passed away February 27, 2001, was a dedicated public servant who was elected to the West Virginia House of Delegates three times and served as House Majority Leader in 1965; and
Whereas, From 1965 until his retirement in 1993, Earl M. Vickers was the director of the Office of Legislative Services which, under his efficient administration, played an increasingly vital role in streamlining the legislative process; and
Whereas, Earl M. Vickers was well-known and respected among his friends, colleagues and employees as a man of wry, self- deprecating wit with a strong work ethic, a compassion for his fellow human beings and a passionate loyalty for what he believed in; and
Whereas, Earl M. Vickers was a community-spirited man who lived his life and raised his family in his ancestral hometown of Montgomery and actively participated in the spiritual life of his community by serving as trustee, deacon, elder and Sunday school teacher for the Montgomery Presbyterian Church; and
Whereas, Earl M. Vickers was beloved by his wife of fifty- three years, Betty Beach Vickers; his four children, Henry, Montgomery, Frank and Helen Ann; and his grandchildren; and
Whereas, Earl M. Vickers loved his state, the West Virginia Legislature, the Democratic Party and especially his hometown of Montgomery, which is named after his grandfather, J. W. Montgomery; and
Whereas, It is altogether fitting that the State of West Virginia memorialize the life and contributions of Earl M. Vickers; therefore, be it
Resolved by the Legislature of West Virginia:
That the Legislature hereby requests the Division of Highways name the bridge which crosses the Kanawha River in Montgomery, connecting Kanawha and Fayette counties, the "Earl M. Vickers Memorial Bridge"; and, be it
Further Resolved, That the Division of Highways cause an appropriate sign to be placed at either end of this bridge which designates the bridge as the "Earl M. Vickers Memorial Bridge"; and, be it
Further Resolved, That the Clerk of the Senate is hereby directed to forward a copy of this resolution to the Secretary of Transportation, the Commissioner of the Division of Highways and the Vickers family.
