Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
From a revenue perspective,SB234 will reduce Public Service Commission revenues (assessments)by approximately $1.7 million. The bill will not reduce the workload at the Commission, but, rather change the nature of the work performed and very likely increase the level of assistance to PSD's. The Utilities Division and the Water & Wastewater Division will be reorganized to absorb the increased load - thus not increasing costs through hiring of additional staff.

Explanation of above estimates (including long-range effect):
From a revenue perspective,SB234 will reduce Public Service Commission revenues (assessments)by approximately $1.7 million. The bill will not reduce the workload at the Commission, but, rather change the nature of the work performed and very likely increase the level of assistance to PSD's. The Utilities Division and the Water & Wastewater Division will be reorganized to absorb the increased load - thus not increasing costs through hiring of additional staff.
The long-term fiscal impact will be static.
Memorandum
From a fiscal perspective, relieving these entities of their PSC assessments creates a subsidy. Electric,gas,railroad, telecom, solid waste and large water utilities will most likely have their assessments increased so the approximately 600 PSD's, municipalities,etc. may receive free services from the PSC.
