Effect this measure will have on costs and revenues of state government.
This proposed legislation will cost the State of West Virginia approximately $3,051,268 the first year which includes retroactive longevity increases, college degree increases, and one time educational incentives for existing troopers who have college degrees. The estimate for the year of full implementation is $2,879,977 which is the cumulative increase over current level spending.

Explanation of above estimates (including long-range effect):
Calculations for retroactive longevity were based on actual membership for year one and for all uniformed members eligible to receive longevity in full year of implementation.
The one time education payments as well as the College Degree Increases were calculated on uniformed members who have provided proof of educational accomplishments to the West Virginia State Police Personnel section as follows: 258 possess 4-year degrees and 17 hold masters degrees.

Memorandum
We cannot predict upcoming college degree or one time education incentive costs with accuracy since the educational accomplishments for current or future troopers are unknown. Estimates for the one-time Education incentive of $1,500 per trooper who attain a degree are not included in the “full implementation” calculation, nor are additional costs for members who obtain a degree in the future.
