Explanation of above estimates (including long-range effect):
Memorandum
This bill will require additional reporting requirements by wireless carriers. Carriers will be required to bill and collect county-specific E911 fees from their customers and report the amount collected from customers in each county to the PSC. We assume that the carriers will bill county-specific fees based on the billing address for each customer. The PSC will be required to establish new reporting requirements for wireless carriers and distribute the additional wireless E911 fees collected to counties based on the reported customer locations. This will be done with a de minimis impact on the costs of the PSC.
