Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
As of June 30, 2015, four inmates were incarcerated for crimes related to Cruelty to Animals. About 1 case per year on average, related to animal fighting, reached a verdict. Therefore, the WVDOC would not anticipate a large number of commitments related to this proposed change.
However, for each such offender incarcerated, the State of West Virginia can expect an additional cost of $28,369 per year (average annual cost per offender in FY 2015).
