The purpose of the proposed Senate Bill 142 is to provide for the registration to vote for all eligible high school graduates. The provisions of the bill lay out the requirements for the West Virginia Secretary of State, respective county school superintendents and respective county clerks in effectuating the provisions of the proposed legislation.

Explanation of above estimates (including long-range effect):


We are able to identify and quantify some minimal additional costs to the various counties created through the proposed enactment of the provisions of Senate Bill 142. Specifically, those additional costs relate primarily to the mailing costs of the various county clerks in disseminating registration information to newly eligible and/or ineligible high school graduates concerning their registration status. Likewise, we are also unable to identify and quantify any additional revenues to the State which may be generated by the enactment of proposed Senate Bill 142.
