Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
Due to verbiage in the legislative bill, annual benefits paid would not be a factor in this financial estimate since the claimants would draw unemployment benefits whether or not they applied for Self Employment Assistance (SEA).
In addition, since these claimants are individuals who are already most likely to exhaust their claim, no additional weeks of benefits can be projected as an expense to the Trust Fund because they are already expected to draw the full 26 weeks. Therefore, this estimate is only for staff time to start and run the SEA Program.

Explanation of above estimates (including long-range effect):
Staff costs for 2016 include .50 FTE for Implementation of the program, including Programming, Training, and Procedure creation. As well as .22 FTE for processing SEA claims.
Staff costs for 2017 include .22 FTE for processing SEA claims. The .22 FTE is expected to continue for the duration of the SEA program.
