Effect this measure will have on costs and revenues of state government.


This proposed language impacts an unknown percentage of inmates convicted and sentenced to the West Virginia Division of Corrections, so we are unable to estimate exactly how many offenders would have increased sentences as a result of the proposed legislation. However, inmates convicted of these crimes comprised a significant proportion of our population (8.00% or 553 inmates on June 30, 2015). As an example, if only 10% of that total (53 inmates), had increased sentences as a result of this legislation, the State would expect an additional annual cost of $1,503,557 (53 x $28,369 average annual cost per year in FY 2015).
