Memorandum
House Bill 4280 has no fiscal impact on the operations, revenues or expenses of the Offices of the Insurance Commissioner.
If enacted, HB4280 would permit persons who are twenty-one years of age or older to operate or be a passenger on a motorcycle without a helmet.
