Effect this measure will have on costs and revenues of state government.
As of June 30, 2016, the DOC had a total of 180 inmates sentenced for Child Abuse/Neglect as their most serious crime and another 355 sentenced for Sexual Abuse by Parent or Guardian. This bill would double the minimum and maximum sentences for all offenders sentenced after the proposed legislation takes effect. Over time, if sentencing trends remain the same, this would effectively double those populations. The one year cost for housing those 535 offenders is currently $14,810,940 (average annual cost per inmate in FY2016 $27,684). That cost would double to about $29,621,880 per year.
