Explanation of above estimates (including long-range effect):
Currently no airlines obtain a license from the WVABCA since all their food and alcohol are replenished at the main hub terminals outside of WV as per their corporate requirements. Service mainly occurs
A commercial airline could obtain a private club license if it desired to sell and serve alcohol on the ground in WV.
Memorandum
There are technical flaws in drafting in W. Va. Code section 11-16-30 and in W. Va. Code section 60-4-24 that would make this bill void.
