Explanation of above estimates (including long-range effect):
This draft bill eliminates "the need for certain power generating facilities to obtain siting certificates from the Public Service Commission". These facilities are known as Exempt Wholesale Generators (EWG). Currently, Section 4.1 of the Public Service Commission siting rules requires each application filed by EWG's to be accompanied by an application fee, which is used to defray expenses that arise from the siting process. Generally, the more complex the EWG siting case,the more expensive the process.
This draft bill eliminates the Public Service Commission siting authority for Exempt Wholesale Generators and, by extension, the siting application fee. The net financial effect on the PSC is $0.
