Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to allow for the state board to issue one or more request for proposals (RFPs) and contract with more than one vendor for a new state summative assessment. The bill prohibits the use of Smarter Balanced or PARCC assessments and prohibits a student from being required to complete a greater number of summative assessments than is required by the Every Student Succeeds Act. One provision of this bill allows for the elimination of ELA and math testing in grades 9 and 10, thereby resulting in a cost savings of approximately $1,000,000. However, until bids are received through the required state procurement process, it is not possible to quantify the savings associated with adopting and administering a new summative assessment.
