Effect this measure will have on costs and revenues of state government.
As written, HB4497 establishes an exemption for the spouse of deployed military personnel for occupational or professional licensing fees. The Department of Agriculture fees specifically noted in HB4497 include livestock dealer licensing (19-10B), fruit and vegetable (19-5A), and pesticide regulation (19-16A). It is expected that applying this exemption to these, and other agency licenses, would result in a slight decrease for annual licensing revenue, but there is presently insufficient information on licensees to accurately quantify the impact.

Explanation of above estimates (including long-range effect):
Currently, the Department of Agriculture maintains no data on licensees who are active duty military or who have spouses in the military. Therefore, the impact of this legislation cannot be reasonably estimated, although it is reasonable to expect a slight decrease in annual revenue as a result any spouses who elect to take this exemption.
In order to properly track and honor requests for this exemption, enhancements would be needed to various agency licensing databases (a one-time, up front cost) and additional staff time would be needed to review and approve exemption requests during each renewal cycle for each license (which would result in an additional ongoing cost).
