Effect this measure will have on costs and revenues of state government.


The provisions of HB4374 would require the Legislative Auditor to transmit copies of the Department of Revenue's estimates to the presidents of both Marshall University and West Virginia University in order to have each university’s business school personnel evaluate these estimates. If the transmission of these revenue estimates is done electronically (through email), then there would be no associated cost under this bill. If the revenue estimates are printed and mailed to the universities, the associated costs would relate to printing and postage, both of which would be considered de minimis. This analysis also makes the assumption that the qualified personnel are currently employed by the respective universities.
