Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to facilitate a released inmate’s reintegration into society, by requiring the Commissioner of the Division of Motor Vehicles and Commissioner of Corrections, to assist inmates with the application process to obtain a valid West Virginia identification card. The Division estimates costs per prison visit as follows; salary and benefits of $212.00, travel expense $38.00, and materials $30 for a total per visit of $280.00. Based upon the 15 facilities under control of the Division of corrections and 2 visits per year this produces a total annual cost of $8,400.00. As stated above, this estimate is based upon the 15 facilities currently under the supervision of the Division of Corrections. Should the number of facilities under the control of the Division of Corrections change the costs incurred by the Division of Motor Vehicles would change accordingly.
