Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to requiring applications for an instruction permit or a driver’s license desires to contain a fourth option for contributions to the West Virginia Department of Veterans Assistance. The current application provides for three distinct amounts, $3, $5 and $10. The bill provides for a fourth option so that the applicant may make any contribution he or she chooses. The Division would incur start-up costs of approximately $4,140 to modify the Cash Register System, approximately $22,000 to modify DMV forms, and $120 to modify third party vendor forms. Expenses, equaling 5% of revenue received, would be incurred to receive and process the transactions. This would include credit/debit card fees.
