Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to establish certain requirements for dental insurance. From PEIA’s dental insurance vendor’s review, this bill prevents insurers from negotiating agreements with providers that set fees for services the insurance doesn’t cover. The bill is consistent with their processing in other states. The law allows them to hold participating providers to agreed upon reimbursement fees if it is a covered service but was denied due to a contractual limit such as maximum benefits met, frequency of service, etc.
This bill will have no fiscal impact on PEIA as all dental coverage is funded by participating employee premiums only. The dental insurance vendor did not indicate that this bill would have a fiscal impact.
