This piece of legislation provides for a $3,000 salary increase for approximately 660 WV State Troopers each year for three years. It also provides for increasing Trooper annual longevity pay from $500 per year to $600.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
Estimates were calculated based on 660 Trooper positions and include both the increase to salaries and the increase to longevities with benefits. The longevity calculations were adjusted for year one to omit cadets who will not be eligible for the longevity increase. Also for year one, only the troopers who are eligible for a longevity increase from January 1-June 30, 2020 are included.
