Effect this measure will have on costs and revenues of state government.


House Bill 2519, if enacted, would allow a person who holds a current and valid license to carry a concealed deadly weapon to carry such a weapon on the campus and in the buildings of a state institution of higher education. Based upon information provided by the public colleges and universities, the initial costs associated with this legislation are approximately $10.3 million and about $11.6 million upon full implementation.

Explanation of above estimates (including long-range effect):


The estimated costs include expenditures for additional police officers, security guards and other staff, protective gear, weapons, metal detectors, vehicles, body cams, lockers, security cameras, door locks, emergency dispatch equipment, and training. Some institutions also anticipate a decrease in enrollment resulting from the enactment of this legislation. Because the Community and Technical Colleges do not have residence halls and do not conduct organized events taking place at stadiums or arenas with a capacity of more than 1,500 spectators, The Community and Technical College System will continue to study the fiscal implications of the proposed legislation.
