Effect this measure will have on costs and revenues of state government.


The cost to the State for the proposed legislation will be at the discretion of the Legislature, as determined by the amount of funding appropriated annually into the Safe Schools Fund. The total estimated cost to the county boards of education related to the requirement for video cameras in special needs classrooms is $7,043,400. County boards of education will be permitted to utilize funds appropriated into the Safe Schools Fund to help comply with the video camera requirement. The amount appropriated into the Safe Schools Fund would determine if sufficient funding is provided to cover the full cost to the county boards of education.

Explanation of above estimates (including long-range effect):


The cost to the State for the proposed legislation will be at the discretion of the Legislature, as determined by the amount of funding appropriated annually into the Safe Schools Fund. The total estimated cost to the county boards of education related to the requirement for video cameras in special needs classrooms is $7,043,400. County boards of education will be permitted to utilize funds appropriated into the Safe Schools Fund to help comply with the video camera requirement. The amount appropriated into the Safe Schools Fund would determine if sufficient funding is provided to cover the full cost to the county boards of education. Based on a survey of the county boards of education, there are 2,717 classrooms statewide which would meet the definition of "self-contained classroom." There are camera systems currently installed in only 8 of those classrooms statewide, leaving 2,709 classrooms which would potentially require the addition of a camera system that meets the requirements of the proposed legislation. The estimated cost per classroom for a camera system that meets the requirements of the proposed legislation is $2,600. This cost estimate includes the cost for two cameras per classroom, a recording device, data storage, a workstation, software and miscellaneous installation costs. The actual cost will vary per classroom. 2,709 classrooms multiplied by $2,600 per classroom equals $7,043,400.
