Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to permit the Commissioner of Motor Vehicles to design a license plate and a driver’s license with a specific medical condition designation to notify law-enforcement the operator has a medical condition affecting speech, mobility, or other motor functions.
The Division estimates that programming costs to implement this bill will total $44,990. This consists of mainframe programming for the new registration plate of $3,600 (40 hrs. X $90/hr.), programming for the cash register of $2,990 (26 hrs. X 115/hr.), mainframe programming for the Drivers’ License of $14,400 (160 hrs. x $90/hr.), and programming for the vendor supplied Drivers’ License system of $24,000 (160 hrs. x $150/hr.). Registration plates of this nature cost approximately $7.

Memorandum
The current demand for technical expertise and support on the Division exceeds our current resource level. This bill will require additional technical expertise and support. Therefore, the Division needs to add an Information Systems Manager 1 position at an estimated annual cost of $79,500 (Salary and Benefits) and a Programmer Analyst 3 position at an estimated annual cost of $75,000 (Salary and Benefits).
