Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to provide for registration and use of military surplus vehicles.
This bill establishes a one-time fee of $30 and eliminates an annual registration fee of $50.
Initial expenses would consist of mainframe and cash register programming of $6,597. The average cost to manufacture a registration plate is $6.80.
The Division does not have any data on the number of military surplus vehicles. Therefore, the numbers above represent the registration of a single vehicle in the first year ($30 registration fee - $50 registration fee no longer applicable = -$20) and none thereafter (-$50 registration renewal fee which is no longer applicable).

Memorandum
The current demand for technical expertise and support on the Division exceeds our current resource level. This bill will require additional technical expertise and support. Therefore, the Division needs to add an Information Systems Manager 1 position at an estimated annual cost of $79,500 (Salary and Benefits) and a Programmer Analyst 3 position at an estimated annual cost of $75,000 (Salary and Benefits).
