Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government.
In consultation with Secretary Gaunch, we envision this program should reside in WorkForce West Virginia. There are not enough specifics to determine the costs and fiscal impact at this time. The proposed legislation states that subject to an appropriation by the Legislature, awards may be granted to assist employers with the costs of the summer youth intern pilot projects. To determine the fiscal impact the agency would need to know how many pilot projects, number of youth, number of employers, how many awards to be presented, etc.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
Since WorkForce West Virginia receives only a small amount of General Revenue and is mostly federally revenue funded, the amount of General Revenue available for appropriation to the agency for these awards would need to be known in order to determine the answers to the above questions and determine whether a part-time position would be needed in order to fulfill the requirements.
