The purpose of proposed House Bill 4614 is to require that all new school buses be equipped with seat belts, to provide for retrofitting older buses with seat belts if funds available, and to provide for rulemaking.

Explanation of above estimates (including long-range effect):


The State Auditor’s Office does not maintain or have access to the records regarding School Bus equipment inventories of the various County Boards of Education. Therefore, we have no ability to effectively estimate what the potential costs related to enactment of the proposed Bill would be.



Memorandum


We would recommend submission of a Fiscal Note Request to the West Virginia Department of Education as the most likely repository for the information necessary to develop a reasonable estimation of the potential costs of the legislation.
