The purpose of proposed House Bill 4097 is to require municipalities to maintain a program to assist homeowners eligible for the homestead exemption in maintaining their homes free of conditions that are unsafe, unsanitary, dangerous or detrimental to the public safety or welfare.

Explanation of above estimates (including long-range effect):
The State Auditor’s Office does not maintain or have access to reliable data that would allow us to effectively estimate the financial impacts of the proposed legislation. However, we anticipate the proposed Bill, if enacted, would result in additional expenditures at the Municipal-Level of government because the current provisions of State law, to the best of our knowledge, have no specific requirements for municipalities to maintain funds to assist homeowners eligible for the Homestead Exemption with regard to keeping their properties free of conditions which are unsafe, unsanitary, dangerous or detrimental to the public safety or welfare.
