Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to permit persons who routinely use shooting ranges to have full access for the purpose of maintaining the facility. All maintenance must be coordinated through the manager of the facility. Only the cost of materials used in the maintenance will be reimbursed to persons maintaining the facility. Currently the Wildlife Resources Section of the Division of Natural Resources maintains public shooting ranges on Wildlife Management Areas. Purchasing policies are in place to acquire the necessary materials needed to maintain the shooting ranges. Should this bill become law, the cost of materials purchased by volunteer labor would not be eligible for federal reimbursement via federal aid projects approved by the U.S. Fish and Wildlife Service. Currently the Wildlife Resources Section spends approximately $3,000 to $7,000 per year for materials used on shooting range maintenance. This would reduce the federal aid reimbursement to the agency between $2,250 to $5,250 per year.

Explanation of above estimates (including long-range effect):


Wildlife Resources currently maintains all public shooting ranges on Wildlife Management Areas. This bill will reduce the federal aid reimbursement from the U.S. Fish and Wildlife Service to the agency. Wildlife Biologists and Wildlife Managers schedule and provide maintenance for shooting ranges that volunteer labor would provide. Wildlife Resources has additional concerns for providing unlimited access to shooting ranges.
