Fiscal Note Summary

Effect this measure will have on costs and revenues of state government.

Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. This bill establishes the Southern West Virginia Lake Development Study Commission. While the bill states that actual and necessary travel expenses for members of the task force shall be paid by the member's employing agency, it goes on to state that all other expenses incurred by the task force shall be paid by the Development Office. We anticipate that these expenses could include hospitality including both meeting space and food as well as Attorney General's fees since the bill specifically states that upon request of the commission, the Attorney General of the state shall render legal research and analysis.

Potential costs are estimated as follows: Meeting room rental $150 and meals $150 for up to twelve monthly meetings to total $3,600. Attorney General's Office fees $5,000. It is anticipated that these would be costs in fiscal years 2021 and 2022 only as the bill requires that the study be completed and recommendations made by July 1, 2022.

Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. Further costs associated with lake creation would be identified through the studies and would be part of the final recommendations.
