Effect this measure will have on costs and revenues of state government.


Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. Placement of centerline rumble strips on all new construction projects involving two lane secondary roads would be an additional cost of $8,245,353.60 per year. While this may provide increased safety on the secondary roads it can cause increased noise in residential areas. We believe that the use of centerline rumble strips should not be tied to every construction project but rather selected for projects as needed. We would recommend use on specific routes with projects just for the placement of centerline ruble strips to maximize efficiency in cost. A statewide program would need established with a sustained funding source in order to cover all needed routes. Once installed, any new construction projects in those areas would include them as necessary. Additionally, it is not yet known what the full impact of installing the centerline rumble strips will have on the life of the centerline joint of the roadway.

Average unit bid price for Centerline Rumble Strips = $1.02 LF = $5,385.60 LM in FY 2020 We paved 1260.8 LM of roadway 1260.8 LM X $5,385.60 = $6,790,164.48 For FY 2021 and Full implementation Total LM of paved roadway = 22,965 LM Based on a 15 year pavement cycle, we need to pave 1531 LM per year 1531 LM X $5,385.60 = $8,245,353.60 per
