SB 640 has numerous possibilities and factors in the planning phase that needs to be vetted, which could substantially impact the cost of this project. It would be our recommendation to place this legislation into a study and determine what the end product all stakeholders are seeking and build from there.

Explanation of above estimates (including long-range effect):
Facility: A temperature controlled storage facility capable of housing thousands of items of evidence for several years depending on associated crime. Also to include areas for the identification, testing and collecting of samples from bulk evidence. Rough estimate based on currently the WVSPFL receives about 1000 piece of biological evidence annually; therefore, as becoming the repository may raise to about 3000. The average retention time is 5 years, so capacity should be about 15,000 pieces of biological evidence, some of which may be bulk evidence. Estimate of a 100,000 square foot facility at $70 per sqft.
Cost: 7 million
Shelving and Storage areas: A shelving system capable of storing containers of retained evidence but also ensure ease of retrieval.
Cost: 500K
Evidence Tracking system and associated IT needs:
Cost: 100K
Temperature controls: HVAC and humidity units capable of maintaining evidence at recommended temperatures and humidity levels as recommended by the National Institute of Standards and Technology (NIST). Refrigerator and freezers, approximately 15.
Cost: 150K
