Explanation of above estimates (including long-range effect):


The above estimate is garnered from the MEDIAN anticipated yearly cost to Agency, based on industry standards and past estimates. If Low is $6000 per engagement times two per year = $12000 and High is $15000 per engagement times two per year = $30000.



Memorandum


Questions/Comments -Is it the intent of the bill for the WV Office of Technology (WVOT) to be the entity that conducts the test? If so, they are charge back and SOS still incurs cost. -If not, is their inclusion intended for the cooperative procurement of testing services or guidance on same? -Are municipal, non-Federal statewide, or non-statewide elections that use election-related systems and service included in the scope of the prescribed testing requirements? If so, cost shifts from every two years to yearly. -What election-related systems are within the scope of the prescribed testing? If the statewide voter registration system, online voter registration system, voter lookup tools, campaign finance reporting system, as well as processes and connectivity with additional state agencies and vendors that support these systems, are included in the scope of the prescribed testing, costs and effort expand significantly.
