Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to establish a comprehensive addiction recovery center certification and grant program. This bill directs the creation of the “Comprehensive Substance Addiction Recovery Center Fund” for administration of the bill and the “Comprehensive addiction recovery center certification and grant program”. Potential expenditures for the grant program would be limited to the amount of funding appropriated to that fund. However, it is assumed that with certification criteria development, the department would incur additional ongoing costs for the purposes of administering an annual or recurring Certification process. For this we estimate the first year cost to be $80,000, and $78,875 per year ongoing. These costs would continue so long as the statute required administration of the comprehensive certification program.

Explanation of above estimates (including long-range effect):


Personal services and employee benefits for a Health Human Resources Program Manager 1 position would total $70,875 which would include a salary of $52,500 and projected employee benefits of $18,375 ($52,500 x 35%). $8,000 projected current expenses for office supplies, training materials, printing and other expenses as needed to administer the program. For year 1, expenses of $1,125 for the purchase of a computer and printer for the position. It should be noted that further development of the program may require additional ongoing financial resources.



Memorandum


It is assumed the certification process would be recurring and require annual recertification and/or periodic review which was the assumption used for preparation of the fiscal note. Depending on the level of effort for the certification process and the number of organizations certified, the expenses could vary. Depending on the development of the comprehensive substance addiction recovery center certification process it may be determined that the certification process may be contracted out to independent agencies such as, Office of Health Facilities Licensure & Certification or a nationally recognized certification agency, which could also impact the cost. Throughout the bill the Bureau for Public Health is mentioned, however the Program would fall under the Office of Drug Control Policy within the Office of the Secretary.
