Effect this measure will have on costs and revenues of state government.


Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. As written, WV Code 5B-10-11 subsection c and d, as proposed by this Bill would allow the Secretary of Commerce to accept and expend gifts, grants, contributions, bequests, endowments or other money for the purpose of this article and to expand broadband infrastructure into areas of the state not currently served. The Code does not appear to require appropriation for this and most other Gifts, Grants and Donations funds within the State's agencies are non-appropriated Special Revenue funds. We would request the fund be set up as such and will appropriate through filing of the Expenditure Schedule with the State Budget Office and Legislative Budget Office. This would create a new non-appropriated Special Revenue fund in the Secretary of Commerce Office to be titled Gifts, Grants and Donations. Absent the knowledge of what possible gifts, grants, contributions, bequests, endowments, or other donations that may be received it is not possible to predict how much funds may be received or expended. It is not possible to expend funds not received so overall fiscal impact should net to zero as funds get spent after receipt.

This Bill would have no fiscal impact since it is not possible to expend funds not received so overall fiscal impact should net to zero as funds get spent after receipt. No additional staff would be required to effectuate this new Article if it is adopted.
