Explanation of above estimates (including long-range effect):
The provisions concerning election contest procedures (W. Va. Code 3-7-6 and 3-7-7) can reasonably be expected to nominally increase judicial branch expenses for time and resources managing additional matters. However, election contests are extremely rare (on average, less than 1 election contest has been filed per election for in the last 8 elections).
