Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to require the department to file a petition to terminate parental rights when a parent whose child has been removed from their care and determined by a court to have subjected that child to abuse or neglect on two or more separate occasions.
The Department anticipates no fiscal impact from this legislation as the Department's Bureau for Social Services currently files a petition to terminate parental rights when a child is removed from the parent and it has been determined by a court that the parent has subjected that child to abuse or neglect.

Memorandum
The ability to pull data to determine how many children have been removed more than 2 times would be very difficult; but even with data, there is no anticipated fiscal impact.
